Abstract: The article is devoted to the study of the effectiveness of the major changes to the Law of Ukraine «On Public Procurement», which are proposed by the bills under consideration in the Verkhovna Rada of Ukraine. Theoretical and practical aspects, regulatory and legal peculiarities of public procurements in Ukraine with the use of the electronic system «ProZorro» are researched and generalized. The suggestions for improving the mechanism of passing public procurements in Ukraine are presented. Measures to improve the process of work in the ProZorro system are proposed, which allows to increase its efficiency, ensure economy of budget funds, their transparent spending, prevention of corruption and implementation of operational state and public control over procurement. The analysis of the peculiarities of the use of the procedure of «simplified» purchases in comparison with the process of tentative procurement and open bidding process is conducted. The paper proposes optimization of document circulation from public procurements, in particular, procedures for their adjustment and changes in procurement plans.

Proposedto introduce an electronic system for payment of complaints, which will allow to use the time and resources of the antitrust squad more effectively and engage in consideration of only paid complaints The necessity of improving the system of appeals of purchases with the aim of protecting rights and interests of both customers and other participants of the procurement process is substantiated. The suggestions on increasing liability for violations in the field of public procurement are presented. The expediency of introducing appropriate amendments to the Law of Ukraine «On Public Procurement» was considered, their possible consequences, deficiencies and advantages were determined.
