Abstract: In the article from the point of view of the system side reasoning the possibilities of using the model of the energy balance of the country as an integrated method of ensuring the safety of the Ukrainian economy are substantiated.

For this purpose in the article was made the analysis of the current state of the fuel and energy complex of Ukraine that highlights the struggle for obtaining competitive advantages in the national fuel and energy market, features of the fuel and energy balance of Ukraine are considered, the state of the world energy market is analyzed, the characteristics of behavior of oil and gas companies are given in view of current trends of development and prospects of forming international relations, outlined the main directions of reducing the level of energy dependence in Ukraine, provides a forecast for the development of the national fuel and energy complex, as well as outlines the possibility of emerging new challenges in the energy sector and justifies the need for harmonization of the national energy policy.

The article is also dedicated to the research of the theoretical and applied problems of fuel and energy complex of Ukraine. Based on research model of methodological synthesis it was substantiated that national economical system appears to be a complex of function chains, subsystems and elements in its interaction and development.

Special place in it, takes up fuel and energy complex as a network of function chains, which provides with fuel and energy.

Economic system is subject to destabilizing influences that deflect economic process from intended direction, cause crises and failures in performance of entire system of replenishment chains of national economy, regardless of the level and place of destabilization that allows identifying all main destabilizing factors and choosing convenient management strategy.
