Анотація: У статті розглянуто актуальні теоретикоконцептуальні проблеми девіації як соціального явища та його особливості в процесах економічного розвитку. Визначено необхідність інституційного підходу до вирішення цих проблем, що забезпечує розгляд єдності економіки і соціуму в умовах протиріч, нерівноваги і невизначеності. Розкрито особливості девіантної економіки, що стосуються як негативних характеристик її агентів, так і конструктивних складових девіації.
Запропоновано логіко-структурну модель деструктивних девіацій і схему пріоритетних напрямків дослідження підприємництва як організаційно-господарського різновиду економіки. На основі узагальнення поглядів науковців на зв`язок девіантної економіки з соціальними проблемами, визначено можливі шляхи і методи підтримки підприємництва як домінантного фактору позитивного впливу на соціально-економічний розвиток регіонів.
Abstract: The article deals with actual theoretical and conceptual problems of deviance as a social phenomenon and its peculiarities in the processes of economic development. The necessity of an institutional approach to solving these problems, which provides consideration of the unity of economy and society in the conditions of contradictions, imbalances and uncertainties, is determined. The peculiarities of deviant economy, which are related to both the negative characteristics of its agents (shadow schemes, negative impact on the environment, poverty of the population), as well as the structural components of deviance (development of entrepreneurship, strengthening of local self-government, creation of social enterprises) are revealed.
The logical-structural model of destructive deviations and the scheme of priority directions of the study of entrepreneurship as organizational and economic kind of economy are offered. On the basis of generalization of different views of scientists on the connection of deviant economy with social problems, the causes of deviant behavior have been identified and possible ways and methods of supporting entrepreneurship as a dominant factor of positive influence on the socio-economic development of regions are shown.
One of the ways of reducing the negative deviant influence is socialization. Social entrepreneurship is a significant component of socialization. The peculiarities of social entrepreneurship, which is increasingly spreading in Ukraine, have been identified. It characterize this sector of economy as the most responsible for linking the economy with society.
It is determined that for Ukraine with its poverty of the majority of the population, with the shadow economy, the creation of social enterprises, the development of small business and its orientation not only to the market and profit, but also to solving social problems, should become an important priority of both state policy and communities, through the united territorial communities that actively strengthen positions of self-government.
