Abstract: Actuality of the problem is caused by necessity of specification in Ukraine budget programs of development the agricultural sector in Ukraine, which will contribute to the effective spending of public financial resources and will improve the overall economic climate in the agricultural sphere. The study of the assessment of planning of budget programs agricultural support demonstrates the need for more accurate implementation of the legislative acts in Ukraine. The article describes the existing strategic and political priorities in the field of agriculture and rural development, the main achievements and values of the agricultural sector. State support to the agricultural sector has undergone constant changes and transformations over the last 10 years, which complicates the effectiveness of its planning. Each year, planning is done on the basis of a situational vision and without proper assessment of the effectiveness of budget programs in previous years and analytical confirmation of the amount of financial resources needed. In the article changes in government spending aimed at supporting and developing agriculture and rural areas are discussed in detail. The analysis conducted in this article covers budget expenditures for the period 2014-2019 and identifies the possibility of reducing specific areas of inefficient government spending, and contains conclusions and recommendations for participants in the budget process, outlining the positive changes and identifying a number of issues that need to be addressed. Given the time and resource constraints for the study, official published budget-related documents have become a major source of data in the preparation of this study.
