Анотація: У статті проведено ґрунтовне дослідження механізмів фінансового забезпечення інноваційної діяльності в умовах глибоких економічних трансформацій, політичної нестабільності та воєнної агресії проти України. Проаналізовано вплив зовнішніх і внутрішніх чинників на зміну структури фінансування інновацій, зокрема скорочення державних витрат і зростання ролі міжнародної допомоги. Досліджено особливості фінансування в країнах ЄС, ОЕСР та Україні, акцентовано на ефективності податкових стимулів, прямої державної підтримки, венчурного капіталу і грантових програм. Виокремлено переваги гібридних фінансових інструментів, які поєднують державне і приватне фінансування. Обґрунтовано необхідність реформування фінансової політики в інноваційній сфері з урахуванням міжнародного досвіду, що сприятиме посиленню конкурентоспроможності та інтеграції України до світового інноваційного простору.
Abstract: This article analyzes the financial mechanisms supporting innovation activities in contexts of economic disruption and political instability, focusing on Ukraine during the ongoing war. It highlights how external shocks affect innovation financing, shifting the structure and reliability of funding sources. Using comparative analysis, the study reviews statistical data from Ukraine, the European Union (EU), and OECD countries to identify key trends and assess the efficiency of innovation funding mechanisms.
The paper emphasizes the role of public sector involvement, both through direct budgetary support and indirect instruments such as tax incentives for research and development (R&D). OECD countries demonstrate the effectiveness of combining direct funding and taxbased support, offering a model for resilient innovation financing. In contrast, Ukraine has faced a sharp decline in R&D expenditure, increased reliance on international aid, and challenges in sustaining domestic innovation efforts.
The study also explores hybrid investment models that blend public and private capital, offering greater flexibility and risk-sharing—an approach particularly valuable in crisis-prone economies. These models are seen as a viable solution for Ukraine’s constrained innovation landscape, enabling continued development and integration into global research networks.
Moreover, the article addresses structural changes within Ukraine’s national innovation system, highlighting the need for adaptive financial frameworks that can respond to long-term uncertainty. It advocates for reforms that enhance financial governance, stimulate private sector involvement, and facilitate international cooperation in innovation funding.
The authors propose policy recommendations based on international best practices, including the expansion of venture capital, the development of public-private partnerships, and broader use of alternative financing tools. These measures aim to rebuild Ukraine’s innovation capacity and contribute to broader discussions on financial strategies in transitional and post-crisis economies.
