Анотація: У статті обґрунтовано напрями розвитку методичного забезпечення оцінки заставного майна в контексті сталого розвитку та пруденційного банківського регулювання. На основі компаративного аналізу Міжнародних (IVS) та Європейських (EVS) стандартів оцінки показано трансформацію підходів до врахування ESG факторів при формуванні заставної вартості. Доведено, що ESG– показники та звітність зі сталого розвитку переходять від декларативних характеристик до інформаційного джерела ідентифікації довгострокових ризиків, ліквідності й знецінення активів. Обґрунтовано роль аудиту як інструменту верифікації ESG–даних, забезпечення їх достовірності та інтеграції у процес оцінки. Запропоновано методологію відбору ESG–показників на основі стандартів ESRS та їх застосування для оцінки елеваторів як інфраструктурних об’єктів застави з урахуванням вимог ризикменеджменту банків, інвесторів і регуляторів у межах забезпечення фінансової стійкості та прозорості прийняття рішень на макро– та мікрорівнях.
Abstract: The article substantiates the directions for developing methodological support for collateral valuation in the context of sustainable development. The relevance of the study is driven by the growing importance of long-term environmental, social, and governance risks in credit decision-making and by the need to move beyond approaches based exclusively on current market value. The research is grounded in a comparative analysis of the International Valuation Standards (IVS) and the European Valuation Standards (EVS), which reveals fundamental differences in their treatment of ESG-related factors and their role in shaping collateral value.
It is demonstrated that, within the IVS framework, ESG characteristics are integrated into valuation through relevant data, professional judgement, modelling assumptions, and value adjustments, provided that such factors are measurable and economically significant. In contrast, EVS adopts a more normative and prudentially oriented approach, particularly in relation to energy efficiency and climaterelated regulatory requirements, reflecting the influence of the European Green Deal and capital adequacy regulation. The role of audit is substantiated as a tool for verifying ESG data, ensuring their reliability, and integrating them into the valuation process.
Special attention is given to the valuation of elevators as a specific category of collateral assets within the agricultural sector. Elevators combine the features of real estate, infrastructure assets, and operational production complexes and are characterised by high capital intensity, limited alternative use, and strong dependence on spatial, logistical, and regulatory factors.
To ensure methodological consistency and reproducibility, the article proposes a structured approach to selecting ESG indicators based on the European Sustainability Reporting Standards (ESRS). ESG indicators are grouped into environmental, social, and governance blocks and selected according to their relevance, measurability, and potential impact on collateral liquidity and value impairment risk. The findings confirm that the integration of ESRS-based ESG indicators enhances the analytical depth and prudential relevance of collateral valuation, supports alignment with banking regulation, and contributes to the long-term sustainability of credit portfolios in the context of sustainable development.
